Provide advance funding for activities associated with the development of project-based carbon assets (credits) under the Clean Development Mechanism (CDM) and Joint Implementation (JI) instruments of the Kyoto Protocol.

Eligible organisations:
Any carbon mitigation project that will be eligible for CDM or JI crediting.
Eligible Projects or Programmes:
The carbon crediting activities where funding can be provided includes: a) Carbon credit pre-feasibility study; b) Preparation of carbon credit documentation (Project Design Document); c) Validation of the Project Design Document; d) Registration of the project; e) Carbon credit sales activities (preparation of a sales memorandum, Emission Reduction Purchase Agreement); f) Verification of emission reductions; g) Issue and transfer of credits.
Proposal/Application requirements:
The project promoter should provide sufficient information to allow the EIB to assess whether the project adheres to EIB lending objectives and has a well-developed business plan.
Proposal evaluation criteria:
For individual loans- A well- developed business plan.
How to Apply:
Project promoters are required simply to provide the Bank's Operations Directorate with a detailed description of their capital investment together with the prospective financing arrangements. Initial contacts to discuss a proposed project can be in any form, by telephone, fax, e-mail or letter. The project promoter should provide sufficient information to allow the EIB to assess whether the project adheres to EIB lending objectives and has a well-developed business plan.
